For Pisces Ascendant (Lagna), Mars is lord of the 2nd and the 9th.  Being a trine (trikona) lord, Mars may give   the native good health, a religious mind,  favor from powerful people, etc. If weak, then evil results may be felt,  as for example,  loss through Government, unlucky through family and loss of money through father.

Mars in 1st House: Mars in Pisces as 2nd and 9th lord does not come under any exception. So Kuja Dosha is caused.
